Malawi and Mozambique concluded the 17th Session of the Joint Permanent Commission on Defence and Security (JPCDS) in Blantyre on 5 November 2026, reaffirming their commitment to stronger bilateral cooperation and the timely implementation of agreed resolutions.
Held at Sunbird Mount Soche Hotel from 1 to 5 November, the session brought together defence and security officials from both countries to review progress since the 2025 session in Mozambique and to identify new areas of cooperation against shared security threats.
The Commission worked through three committees: Defence, State Security and Public Security. Each reviewed the implementation of the 2025 resolutions and developed recommendations for cooperation.
The Defence Committee was chaired by General George Alexander Jaffu, Jnr, Chief of Defence Force of the Malawi Defence Force, and co-chaired by General Júlio dos Santos Jane, Chief of the General Staff of the Armed Defence Forces of Mozambique (FADM). It deliberated on bilateral military cooperation and wider strategic issues affecting regional peace, security and stability.
The work of the committees culminated in a Ministerial Session chaired by Malawi’s Minister of Defence, Hon Feston Kaupa, MP, and co-chaired by Honourable Paulo Chachine, Minister of the Interior of the Republic of Mozambique.
